EPC ratings in brief — and what’s changing in 2026

An Energy Performance Certificate (EPC) rates a home’s energy efficiency from A (best) to G (worst) on a 0–100 scale. It’s legally required whenever a property is built, sold or let, and is valid for 10 years. Most homes today fall between bands C and E, and a typical older terrace or stone-built property often sits at D or E.

What’s changing matters for roofs. A new methodology — the Home Energy Model (HEM) — will replace the old cost-based score. Its launch has been put back to the second half of 2027 (from the original October 2026 target), running alongside the current rating until the old methodology is withdrawn from October 2029. Importantly, the 2030 landlord deadline below has not moved — so the assessment method has slipped while the compliance date stays firm, narrowing the window to act. The new EPC is multi-metric, and its primary metric is Fabric Performance: how well the envelope — walls, roof, windows, floors and airtightness — retains heat. In short, the system is now fabric first, and insulation is the foundation of a good rating.


Why flat roofs are central to your EPC

Heat rises, and the Energy Saving Trust estimates around 25% of a home’s heat is lost through an uninsulated roof. Flat roofs are especially exposed — there’s no ventilated loft void to slow the loss — and they’re everywhere in local stock: the bay-window roofs, rear back-additions and extensions of the region’s terraces.

A roof’s thermal performance is measured by its U-value (lower is better). A typical old, uninsulated flat roof sits around 1.5–2.5 W/m²K; a modern warm roof achieves 0.18 W/m²K or better — the Building Regulations standard when more than half a roof is renewed. That’s roughly an 80–90% cut in heat loss through the roof. Because the region’s solid walls (Pennant sandstone and red brick in Bristol, Bath stone in Bath and Clifton, coursed stone in Frome) and heritage windows are so often costly or restricted to upgrade, the flat roof is frequently the most practical fabric-first improvement available.
